The quick answer to your question is a big YES! There is a code book
for construction of structures (dwelings and commercial) in Laos. Laos
is not as backward as many would have you believe. I don't know of the
top of my head, but I am ve3ry sure that it can't be too much different
than in Thailand, possibly much better than Thailand's codes, since
they have the option of adopting the vairous codes already written by
the neighboring countries.
As far as the standard lumber sizes goes, you'd be best to contact
various contruction companies already working in Laos (Vienetiane).
