DKJ,

Thanks for sharing. I too have similar doubt. Here's why, when any one
of us tries to help, no matter how small it is, the local authority
have to seek permission from the Meuang Authority, then the Khoueng
Authority. Most of the time the job that need to be done only cost
$1,000.00 dollars but the higher authorities would demand $5 to
$20,000.00 dollars to get the permit or approval. Then such person
simply spend the money on his/her leisure instead. Please kindly
provide us the proper procedures as how we can help, if any.

DKJ,

You build tooooo many dams for pennies. If strong earth quake like
this has struck Laos, there will be nothing left too help. The mighty
water will clean everyone on its path. What happen in China could be
very well happen in Laos. If it happens, it will be americans who
will step in to assist...that including Lao Nork.

DKJ,

I have shared this story once back on February 6, 1999 that when one
tries to help Lao and its people directly without going through the
bureaucrat and red tape, it is very very hard - sometimes, it is
impossible like the story that was shared to me by a good friend of
mine when he tried to help our people.

As I have shared a story with SCL readers and I also had a debate with
Comrade Mouth LPDR, Thanouxay back in May 15 2000. I thought that it
is a good ideas just to share the story with you and SCL readers again
since you DKJ also another mouth piece of LPDR.

As I said this story was shared to me by a friend of mine who went to
work in Laos frequently and he told me that one of his trip back in
1999 he was very doubtful of the Lao officials' willingness to...

Back in 2001 at KM20, Molikhamxay province has been hit by rain,
flooding the ricefield, mudsliding, and also damaged the electricity
power genarator, dam. My community in the U.S offer to buy some rice
and contribute to the villagers but LPDR want to have the cash and
they can buy the supply later. What it mean to us? Corruption right?
many corruption in Laos starting from the village security officer
( kong luang ), Immigration officer up to the President and
Primeminister. How the Laonok will donate to the poor Laonai citizen?.
All the dollar/supply which contribute by Laonok need to be reached
the hand of all the poor Lao people not the dirty hand of the
corruption people.

Your reason for doubt, even appears to be just spontaneous, but bears
absolutely the painstaking truth about our Lao people's collective
strength, even though this has never been put to any similar test...
