reading her statement, it seems they did not renew in 2004, so they
lost the registration in 2004.
the 2004 to 2006 was an excuse/explanation saying that they were under
leadership change, and "forgetting" to renew their registration was an
oversight during this change over. i don't know if i buy that "excuse"
or "explanation" because HND1 is composed of highly educated folks who
should leave no stone unturned. just my opinion.

HND2 was incorporated in VA in 4/2008.
HND2 was registered in DC in 5/2008.
there's a difference b/t incorporated and registering.
the best thing would be to ask moobthaibteb moobtwmzeej to make the
30/45 minute drive over and knock on the door to confirm/verify the
details with both HND1 and especially HND2.
