Looks like the Hawaii Beekeepers Association has given it their best
shot. Just got the latest from the Chair, Michael Klicks. Seems HBA
hasn't been able to get the govt to take decisive action for over a
year since the mite came to Oahu. This is what I've gotten in email on
this subject. It makes a lot of sense.

"IMO, now the task of convincing the HDOA, the Governor, the
HISC, DBEDT, the USDA, ARS and other responsible agencies to
do their duties in dealing with Varroa in any effective way
will need to be taken up and promoted aggressively by the
major commercial apiculture business owners, by the major
growers of pollinator dependant crops, by the chefs,
distributors, wholesalers, and retailers whose businesses
depend on these crops, and by those members of the public at
large who understand the importance of honeybees as
pollinators in our lives here."
