I've attended Episcopal services many many years ago,
and they always seemed to be well organized and well
run as an organization. And this decision seems to make
sense, because the parish priest wants to be the
visionary and he/she doesn't want the bishop to muck
things up too much with controversy. But everyone does
want the assests of the state to be in safe hands.
It seems to be a little different from the United
Church of Christ which seems to have a saner separation
of the two functions, and more local control. But I
don't understand why the Buddhist Church which seems
similar to the Episcopal Model, has not elevated its
choral and music directors to ministerial status, or at
least pay them. There is a lack of visionary thinking.
