There'll be two proposals for charter amendments on rail coming up for
discussion. One proposes both that the question of rail and the
question of a transit authority be voted on at the same time. The
other proposal separates this into two charter amendments.
This makes sense to me because if rail is rejected, then there's no
point of a transit authority. Rail is dead for the next 10 years or
so, and there is already TheBus for mass transportation. I can see
having a question to combine TheBus with the Authority because we do
need to have an integrated system that would work together. If rail is
accepted and the authority is rejected, then is it really feasible to
govern a rail transportation system by having the dysfunctional
council have a go at it? They've screwed it up enough already.
