Déclaration de la Mission de Haut Niveau
Une Mission de Haut Niveau du groupe des amis d’Haïti a visité Port-au-
Prince les 24 et 25 avril 2008. La Mission, conduite par M. Jose
Miguel Insulza, Secrétaire Général de l’Organisation des Etats
Américains, comprenait des représentants des gouvernements de
l’Argentine, du Brésil, du Canada, du Chili, du Mexique, des Etats-
Unis d’Amérique, le Représentant spécial du Secrétaire Général de
l’ONU en Haïti, ainsi que l’Union Européenne. Au cours de cette
visite, la Mission de Haut Niveau a rencontré le Président René
Préval, les membres du Bureau du Sénat et de la Chambre des députés,
ainsi que des représentants du secteur privé, des partis politiques et
de la société civile.
La Mission de Haut Niveau a entrepris cette visite en signe de
solidarité avec le peuple d’Haïti. La Mission salue les progrès
accomplis en Haïti au cours des deux dernières années pour répondre
aux besoins du peuple haïtien, pour améliorer la sécurité dans le pays
et pour développer les institutions nécessaires à l’instauration d’une
démocratie efficace, responsable et stable.
La Mission prend note de la contribution essentielle que la MINUSTAH a
apportée à la poursuite de ces objectifs, ainsi que des efforts
nombreux et importants de la communauté internationale. La Mission
estime que l’engagement continu d’Haïti en faveur de la réalisation de
ses objectifs nationaux, combiné avec le soutien sans réserve de la
communauté internationale, permettra au pays de garantir un avenir
meilleur à son peuple.
La Mission de Haut Niveau soutient fermement tous les efforts en vue
d’améliorer les conditions de vie du peuple haïtien. La Mission prend
note de la réaction rapide de la communauté internationale pour
atténuer les effets de la crise alimentaire mondiale en Haïti et se
félicite des importantes contributions supplémentaires faites par les
amis d’Haïti à cette fin. La Mission accueille avec satisfaction la
poursuite du soutien international en faveur des objectifs à long
terme du développement d’Haïti, y compris par le renforcement des
activités dans le secteur agricole. La Mission espère qu’une nouvelle
date sera fixée pour la Conférence des bailleurs de fonds,
initialement prévue pour les 24 et 25 avril, afin de discuter avec le
nouveau gouvernement les priorités pour le développement économique
d’Haïti et pour identifier les moyens nécessaires à une meilleure
coordination des activités de développement.
La Mission de Haut Niveau salue les efforts du Président Préval pour
promouvoir un consensus politique. Elle prend note de ses appels Ã
l’unité nationale, à la patience et au sens du sacrifice, face à la
situation actuelle en Haïti. La Mission souhaite la désignation rapide
d’un nouveau Premier Ministre et la mise en place d’un nouveau
gouvernement chargé de conduire un dialogue national autour des
priorités du pays et de mener à bien les actions qui s’imposent dans
le cadre des objectifs nationaux de sécurité, de stabilité et de
développement économique et social. Un tel agenda devrait également
inclure une mise en œuvre rapide du calendrier électoral, conformément
à la Constitution haïtienne afin de consolider le processus
démocratique dans le pays.
La Mission de Haut Niveau soutient les efforts de tous ceux qui jouent
un rôle responsable et constructif en Haïti pour résoudre les
problèmes économiques, politiques et sociaux pressants. À cet égard,
le rôle du Parlement haïtien, des responsables politiques et des
partis politiques est crucial. La Mission encourage également la
société civile haïtienne, la presse et le secteur privé à apporter une
contribution constructive pour que les problèmes de la nation
reçoivent l’attention qu’ils méritent et pour aider à les résoudre. Le
peuple haïtien compte sur ses dirigeants pour la poursuite des efforts
déployés au cours des deux dernières années en vue de construire un
meilleur avenir pour le pays. La Mission soutien fermement cet
objectif.
Le plus grand défi et la plus grande opportunité qui s’offrent à Haïti
consistent à conduire ce pays vers une situation de prospérité, de
stabilité et de sécurité. La présence de la Mission de Haut Niveau
constitue un signal de l’engagement fort et de la détermination du
groupe des amis d’Haïti en faveur de la construction d’un avenir
meilleur. La communauté internationale continuera à soutenir, assister
et collaborer avec le gouvernement, les institutions haïtiennes issues
d’élections démocratiques et tous ceux qui sont prêts à jouer un rôle
constructif et positif en vue de relever ce défi.

Declaration by the High Level Mission to Port-au-Prince April 24-25,
2008
A High Level Mission of Friends of Haiti visited Port-au-Prince April
24-25, 2008. The Mission was headed by Jose Miguel Insulza, Secretary
General of the Organization of American States, and included senior
representatives of the governments of Argentina, Brazil, Canada,
Chile, Mexico, and the United States of America, the Special
Representative of the UN Secretary General, as well as the European
Union. During the visit, the High Level Mission met with President
Rene Preval, the Executive Bureaus of the Haitian Senate and the
Chamber of Deputies, and members of the Haitian private sector,
political parties, and civil society.
The High Level Mission undertook this visit in solidarity with the
people of Haiti. The Mission applauds the progress that has been made
in Haiti during the past two years to address the needs of the Haitian
people, to improve the country’s security, and to develop institutions
necessary for an effective, accountable, and stable democracy. The
Mission notes the critical contributions MINUSTAH has made towards
these goals, as well as the many important efforts of the
international community. The Mission believes that Haiti’s continued
commitment to this national agenda, coupled with the unstinting
support of the international community, will enable the country to
secure a better future for its people.
The High Level Mission strongly supports all efforts to improve the
lives of the Haitian people. The Mission notes the quick response of
the international community to alleviate the impact of the current
worldwide food crisis on Haiti and welcomes the important additional
contributions which have been made by Haiti’s friends towards this
end. The Mission welcomes continued international support for Haiti’s
longer term economic development agenda, including the strengthening
of activities in the agricultural sector. The Mission looks forward to
the rescheduling of the Donors Conference originally planned for April
24-25 to discuss with the new government Haiti’s economic development
priorities and to identify means to better coordinate development
activities.
The High Level Mission welcomes the efforts of President Preval to
foster political consensus and takes note of his calls for national
unity, patience and sacrifice in light of the current situation in
Haiti. The Mission looks forward to an early designation of a new
Prime Minister and installation of a new government to undertake a
national dialogue on the country’s priorities and to continue the
essential work on a national agenda of security, stability and
economic and social development. That agenda should also include an
early resumption of the electoral calendar, as called for in the
Haitian Constitution in order to consolidate the democratic process in
the country.
The High Level Mission supports the efforts of all those in Haiti who
play a responsible, constructive role in addressing the country’s
pressing economic, political, and social agenda. The role of the
Haitian parliament, political leaders and political parties is
critical in this regard. The Mission likewise encourages Haiti’s civil
society, press, and private sector to play a meaningful role in
helping focus and resolve the nation’s problems. The Haitian people
look to their leaders to continue the efforts of the past two years to
build a better future for their country. The High Level Mission
strongly supports this endeavor.
Creation of a prosperous, stable and secure country is Haiti’s
greatest challenge - and its greatest opportunity. The High Level
Mission’s presence here signals the strong commitment and continued
engagement of Haiti’s friends in helping build the country’s future.
The international community will continue to support, assist and
collaborate with the democratically-elected government of Haiti and
all those in Haiti who seek to play a constructive and positive role
in meeting this challenge.
