Interesting.
(background of on my mind, -- one of the real big
advantages we (allies) had in the Battle of the Atlantic
(WWII allied anti-sub) was the big military 'staffs'
that were able to pull from academia and industry
ideas, and individuals, for many 'unexpected' breakthroughs.
And, one example is the Univ. of Washington's Applied
Physics Lab. - got some big time naval funding.)

Guess my ignorant question, mostly revolves
around the word "latest" in the subject line.
Is this bit described by Barr,
a big change?
or just the most recent version of an old program?
