I doubt all-electric cars will ever be practical for general-purpose use;
they will never work well in cold climates during the winter months and I
doubt there will be any big breakthrough in battery technology that will
give the kind of range most car users need in the USA - especially when it
takes several hours to recharge an all-electric.
However there are quite a few people who live in warmer climates whose
needs could be fulfilled by an electric that could get 80-120 miles per
overnight charge and could handle freeway speeds (50-80 mph).
California has the climate suitable for an all-electric car plus a dire
need to cut fossil-fuel emissions wherever they can be cut.
Also, to support a large number of all-electrics, the electric grids will
need major upgrades to support the increased demand.
That sad to say mandates large-scale nuclear power plant construction.
