The U.S. has experienced steadily growing trade deficits for
nearly three decades, and these deficits have accelerated rapidly
since the North American Free Trade Agreement (NAFTA) took effect
in 1994 and the World Trade Organization (WTO) was created in
1995. The toll on U.S. employment has been heavy: from 1994 to
2000, growing trade deficits eliminated a net total of 3.0
million actual and potential jobs from the U.S. economy.1

N.O. levees squeezed by Congress' demand for cash

NEW ORLEANS (AP) -- The goal to raise levees and build large-scale
flood defenses around this flood-torn city could be delayed
indefinitely because of congressional demands that Louisiana chip in
$1.8 billion to the effort over three years.

Thursday night, Congress approved a $162 billion war spending bill
that included $5.8 billion for flood protection in the New Orleans
region. But the funding for Army Corps of Engineers construction
projects would be triggered only if the state agrees to a $1.8 billion
match.

For Louisiana, one of the nation's poorest states, the amount is
staggering. If the state is forced to pay, Gov. Bobby Jindal has
warned of "irreparable harm to our ongoing recovery efforts."

Head of Texas agency in polygamist raid retiring

AUSTIN, Texas (AP) -- The head of the Texas agency behind the seizure
of more than 400 children from a polygamist group announced Friday
that he is retiring.

The news release announcing Carey Cockerell's retirement as
commissioner of the Department of Family and Protective Services
offered no reason for his departure, but he said in the announcement
that he had been thinking about stepping down since late last year."

YONGBYON, North Korea (AP) - The gray cooling tower crumbled behind
billowing dust clouds in seconds Friday, reducing the structure at
North Korea's nuclear reactor into a pile of rubble. It was a
choreographed show by the communist regime meant to affirm an
intention to stop making atomic bombs.
From a distance, smiling diplomats from the United States and other
nations snapped photos of the blast that destroyed part of the heart
of the North's nuclear weapons program.

"As you all saw, the cooling tower is no longer there," said Sung Kim,
the U.S. State Department's top expert on the Koreas who attended the
demolition. "This is a very important step in the disablement process,
and I think it puts us in a good position to move into the next
phase."
