  Generating Elliptic Curve over ZZp with given number of Points / Program wanted

Hi,

does anyone out there know of an implementation of a Program generating
an EC over ZZp that has a given number of points? There are vrious
papers out there, but as far as i have searched i found no available
implementation in a suitable 3GL (Java, C, C++, ...) programming
language.
