Indeed. If you genetically re-engineered human
beings to be able to live in vacuum, the Moon
or Mars might be habitable now. Much of
space is habitable to someone in a space
suit. Of course, if it is a matter of being
able to not have to ship resources from the
Earth to be able to maintain habitability,
then the problem of habitability would be
one of obtaining resources from the local
environment, and not one involving
terraforming.
