  No treaty without a clear understanding of traditional lore.

One big idea that has been around for years is that of a treaty. A
renewed treaty/treaties conversation between indigenous and non-
indigenous peoples is critical for the future of our children, and I
believe it will also enhance the future for all Australian children.
A treaty is a binding contract not a conversation
And before any treaty are able to be negotiated the must be an
integration to Traditional lore in to the Current legal system.
It may be clearly argued that the Lore passed down from the elders is
still strong.
And the eyes of the members of the sacred chambers of lore the judges
that sanction traditional lore see that the society that surrounds
them are Lore less.
That there are many unnecessary statute laws that directly conflict.
With traditional religious and cultural matters, showing a total
ignorance to all the facts on the workings of traditional lore.
Causing excess burden upon the people.
Leniency of Westminster laws on the perpetrators of those that touch
and rape and commit incest under traditional Lore are dealt with
swiftly and by the hand of the people that are so affected by these
heinous crimes under full sanctions of traditional lore. Not pay back ...

"Ancient dump" indeed. Pic at the cite. The way this item ends
suggests it is part of a series or at least there was more text, but a
check at the original boston.com (Presume Globe) shows it is entire.

PAISLEY, Ore. - For some 85 years, homesteaders, pot hunters, and
archaeologists have been digging at Paisley Caves, a string of shallow
depressions washed out of an ancient lava flow by the waves of a lake
that comes and goes with the changing climate.

Until now, they have found nothing conclusive - arrowheads, baskets,
animal bones, and sandals made by people who lived thousands of years
ago on the shores of what was then a 40-mile-long lake, but is now a
sage brush desert on the northern edge of the Great Basin.

But a few years ago, University of Oregon archaeologist Dennis Jenkins
and his students started digging where no one had dug before. What the
team discovered in an alcove used as a latrine and trash dump has
elevated the caves to the site of the oldest radiocarbon dated human
remains in North America.

A Russian archaeologist says he has found the lost capital of the
Khazars, a powerful nation that adopted Judaism as its official
religion more than 1,000 years ago, only to disappear leaving little
trace of its culture.

Dmitry Vasilyev, a professor at Astrakhan State University, said his
nine-year excavation near the Caspian Sea has finally unearthed the
foundations of a triangular fortress of flamed brick, along with
modest yurt-shaped dwellings, and he believes these are part of what
was once Itil, the Khazar capital.

By law Khazars could use flamed bricks only in the capital, Vasilyev
said. The general location of the city on the Silk Road was confirmed
in medieval chronicles by Arab, Jewish and European authors.

"The discovery of the capital of Eastern Europe's first feudal state
is of great significance," he told The Associated Press. "We should
view it as part of Russian history."
