I think you'll need to have the PC "talking" to the camera to get it set
up, which would need a router/switch, though maybe you could do it with
a crossover cable directly between the camera and PC. If you have access
to someone with a network you can connect to, you might be able to use
that to set it up.
However, unless you're quite expert at setting things up, it might be
simpler to go buy an inexpensive router.
