Any ideas about this little antique chap..age, origin, value etc ?

Only info we have:-
Found in out attic...probably our father's who lived in London..he may have
been given it by aged German friend.
Its clockwork...runs along for a while then up come arms and camera and
flash (if the battery was in) etc.
