How long can Federer stay #1 when he's not winning anything?

That Federer remains ranked #1 shows what a nonsense the ranking system
is. Here we are in may, and he was 1 mickey mouse tournament to his name
. Both Nadal and Djokovic have outperformed him since the start of the
season

He has two slams, YEC, slam final and a semi.

Ranking works fine.

The one year rolling ranking system is not perfect, but do you have a
better system?
How would you objectively determine the rankings?

fed has comfortable lead due to his last year points.sure he can stay no1
till 2009 even without winning majors but only if djoko or rafa doesnt
improve on their last year points.
but if fed doesnt make more points than djoko say from RG till end of 2008
he will lose no1 position because he has to defend about the same amount of
points more than he has as advantage.so race points will reflect situation
well in the other part of the season.

nadal's won 3 tournaments in almost a year - 1 masters and 2 mickey
mouse ones. hardly #1 material...
