Semi-annual Oracle stats update

Okay, so I let this slide for a while. (Like seven months.) Probably
has something to do with no one caring.

I've updated the stats through digest #1434. (Previously, I'd stopped
at #1423). Since #1423, the following have changed:

* Overall average for Oracularity number 8 in each digest has risen
from 3.06 to 3.07.
* The mean number of votes for digests #1400-1499 dropped from 41 to
39.

Various uninformed politician getting companies to cut off all of
Usenet because of a few bad apples in the alt.binaries.* tree. To
