I did mention an iron fist there.
A Lawful *Good* might choose to do it with minimal disruption, in order
to minimize pain for those in the society. A LN might choose to do it
with minimal disruption because disruption can be wasteful. A LE might
choose to do it with minimal disruption because he doesn't want anyone
to realize what's going on until the reins are firmly in his hands.
OTOH, the LG might be willing to disrupt things immensely because the
faster it happens, the less time the discord -- current and induced by
the change -- has to harm others, and the sooner the healing can happen.
The LN might be willing to disrupt things immensely because what is
currently there is disorganized and too hard to plan 'small changes' for
that'll work together to achieve the goal -- choose a place to end up
and make it happen soonest, then consider how things can be improved
after you know what you have. The LE might be willing to disrupt things
immensely because it'll put him in power faster, collateral damage is
acceptable, and the faster he stamps his will on the society the less
opportunity they'll have to rebel -- and the less ability they'll *have*
to rebel afterward, a few carefully chosen 'accidents' can let him avoid
so much inconvenience later.
