Letters have been posted from Hanon Russell to Bill Goichberg and Bill
Hall. The letters state that the USCF is carrying on its financial
statement an $85,000 accounts receivable from Hanon Russell. However,
Hanon Russell states "we dispute and deny liability for any alleged
amount owed other than the $14,000" he previously agreed to pay off in
monthly installments of $1000 per month.

Hanon Russell also states, "Finally, there are the matters of the
possible claims related to the House of Staunton and Chess Life
(reduced circulation) matters."

  Polgar Complains About Anti-Polgar Rule

There is a discussion well worth reading over on Susan Polgar's chess
discussion group at

Polgar complains about a rule specifically passed to stop a repeat of
what Susan Polgar did to qualify for the 2004 Woman's World Chess
Olympiad.

In 2004, when faced with a requirement that she play 20 USCF rated
games in order to meet the activity requirement, Polgar proceeded to
play 20 rated games against Class-B and Class-C players in her own
chess club. This is why Former US Woman's Champion Anjelina
Belakovskaia wrote that Polgar was "only brave enough to face
beginners".

For this reason, the board passed the following rule for the 2006
Olympiad. This may explain why she has not even tried to qualify since
then. Polgar has since then played no games at all which meet the
current requirement. The rule, about which Susan now complains,

Reasons for the Petition to Recall Bill Goichberg from the USCF
Executive Board

To the USCF Delegates and Alternates:

Nobody campaigned harder than I did to make Bill Goichberg the USCF
President. Goichberg wanted to be USCF President for many decades and
I felt that he deserved the chance. However, now, Bill Goichberg has
been USCF President for three years. In every year of those three
years, the USCF has suffered serious financial loses, even after
juggling the books to make the losses seem to be less than they really
were. Bill Goichberg is unwilling to take the steps that need to be
taken to stop these horrific losses which are, number one, to cut
staff. Rather than cutting staff, Bill Goichberg wants to cut on
printing Chess Life magazine and Chess Life for Kids magazine. He even
wants to stop sending membership cards to the members and he wants to
stop selling life memberships.

Executive Board is being circulated. Signatures are requested.

signatures, or bring them to the USCF Delegates' Meeting in Dallas

  Kostic vs Showalter ??

I have come across various sources that claim Borislav Kostic played
and defeated Jackson W. Showalter in a match in 1916, yet I have never
come across a single games between these two players.

Can anyone validate this? And if so, does anyone have any of the
games played?

What is the default Elorating for unrated players.
In an Eloregistered and rated tournament: If player A with a Elorating of
2000 plays a player without and Elorating, how should that game count
towards the rated players Elo rating. Is there a default value for the
Elorating computation?

Musings on Rare Chinese Notes and Foreign Banknotes in China by Nofuku
Shigekatsu

This book is a reprint of a book originally published in 1949 in
Japan. The author, Mr. Nofuku Shigekatsu, was the first coin and paper
money dealer to set up shop in Japan. Now there are many, but he was
the first.

The pictures in this book are of poor quality but in many cases are
the only photographs in existence of the notes in question. Included
in this book are Korean, Russian, Japanese-Manchurian and many other
kinds of notes from the different kinds of banks operating in Imperial
and Revolutionary China.

This book will be of interest to collectors in the newly emerging
field of Scripophilia.

Introduction is in English, text is in Japanese and the paper money is
mostly in Chinese. All you have to do is be able to read all three
languages.
