It depends on the site, they don't all do it the same way. Why not
email support where you play and ask them (if that information is not on
their website)?

Personally, I prefer the method where the board cards aren't chosen
until they're needed. It eliminates the "rabbit hunting" effect of
folding only to see your miracle card come out (since it probably
wouldn't have come out if you hadn't folded).

Once again , you have one or two examples , that counter the norm. Most
scientists today (not 50 years ago) , dont belive in creationism , and do
believe in evolution.  300-400 years ago , ALL scientists were merely pursuing
actions, or reactions of the Gods. Things change!! The pro-God movement is
 being eroded by science, and fact!!
