But yeah, Fratello's is the only brewpub in town, and no guest taps.
And I don't know ANY bar in Oshkosh with 40 taps, but if there IS
one, somebody please tell me!

A couple good bars are Oblio's (good tap & bottle selection, though
rarely anything TOO surprising if you're used to cities), Reptile
Palace (at least I THINK that's the name -- used to be the Lounge,
and before that the Lizard Lounge -- and I haven't been there in
a while, so I can't GUARANTEE the selection, but it's within
walking distance of Oblio's), and maybe Peabody's (I believe it's
changed hands recently, so again, I can't comment on it, but it
used to have a small but decent selection, and probably is still
worth a shot (still within walking distance of Oblio's, but a bit
further away).

Also, Appleton has a Fratello's (Fox River Brewing) in the mall,
and there's Stone Cellar (used to be Adler Brau). Been too long
since I've been drinking in Appleton, so I can't recall any good
beer bars.
