Hello Rodney:

This issue is quite complex. Scott only lists 19 numbers
and 4 sub numbers, but there are many more. (at least 43)

These stamps are seen perf 11, 12, 13.5, and 13,5 x 12
They are seen part perf and imperf.

  (RCSD) GB KGVI special printing

Is anyone aware of a special printing of Great Britain SG 462-471 ?
(King George VI - 1937 definitives)

It would have been done in 1939 and included a 3mm top margin.
I believe it was intended to put these is a presentation booklet
for delegates to the 11th UPU Congress (1939) in Buenos Aires.

  Catalogues for UK, Germany, Belgium?

What are *the* country catalogues to use for these countries?
I'm thinking of swicthing to the 'local' catalogue instead of using my
Yverts Europe. Next time I'm there I can buy them.

The German catalogue should cover the German city issues, regions like
Bayern and the constantly "occupation changing" Saar, Allied occupation. It
does not have to cover East Germany.

The UK catalogue should cover islands like Jersey, Man. Cinderalles like
Lundy, Herm, Stroma, St Kilda, Staffa would be nice but not necessary. It
does not have to be detailed on Machins, nothing beats Deegam ;-)

  UPU Colour Convention 1896

"In 1896 the members of the Universal Postal Union agreed on green, red,
and blue as the standard colours for inland postcard, inland letter, and
foreign letter rates, respectively" [from Wikipedia - cannot find an
original reference on the UPU site].

... in 1899 Romania reissued 4 stamps apparently to comply with the UPU
convention, a 5 bani emerald, 10 bani rose-red, 15 bani black and a 25 bani
blue.

My question: Was black in the UPU convention, and if so, what rate was it
for ? ... or perhaps alternatively what was 15 bani the Romanian rate for
in 1899 ?
