The story is staged that Germans need to leave Germany for employment.
I can't explain why I just know. The story is bragging that the best
intelligence of all professions is only in Germany. Quantum optics
likely is flying saucer technology.

BERLIN—Matthias Kling, a physicist specializing in an emerging field
of quantum optics, is among Germany's best and brightest.
But starting next year, the 38-year-old will join an exodus that many
fear threatens the future of Europe's largest economy.
Germany's Brain Drain
Matthias Kling aligns a laser during an experiment.
"I find it quite hard, [for a scientist] in a new field, to find a
position in Germany," said Mr. Kling, who plans to take up an
assistant professorship next year at Kansas State University. All four
of the top applicants for the post, he said, were German.

German society has several problems;
1 excess economic regulation (eg ecological laws) , building codes and
taxes has created such enormour costs for young people they can
litteraly not complete their education, accumulate enought money to
buy a house or establish a home carear before most couples are
infertile ie over 35 or so. Both man and women must work. Fertilly
rate is only 1.38 children per woman, well below the replacement rate
of 2.0.
