Especially under the current rules, under which there's no penalty for
a frivolous protest. Even if you think you have only a slim chance of
winning the protest, it's a slim chance to score a multibillion dollar
contract with the only cost being the time your legal team spends on
it- which is comparative peanuts. I read an article on DefenseTech in
which an Air Force procurement officer stated that protests of the
contract award are considered pretty much inevitable, to the point
where they're starting to build time into their project schedules to
deal with them.
Unless the rules change I predict that the vast majority of future
major defense contracts will have to deal with some kind of post-award
protest.

Something like this might be stealthier than Harpoon, but it's still
a glide weapon, so it wouldn't have as much range as the Harpoon
when launched at low altitude.
I imagine it might have value in picking off naval targets hiding
amidst
civilian shipping, but Maverick, SLAM-ER and laser-guided bombs
can do that too.
What niche is this weapon supposed to fill?

USS HARRY S. TRUMAN, At Sea - USS Harry S. Truman (CVN 75) cooperated with
the French Navy May 21, as French pilots landed on the flight deck to work
on their carrier qualifications.
"It's a wonderful opportunity for us because it's a refresher for the pilot
and also proved the compatibility of the French planes and the U.S.
carriers," said French Navy Capt. Patrick Zimmermann, the commander of the
French air group attached to the nuclear-powered aircraft carrier FS Charles
de Gaulle (R 91).
France's navy has worked with the U.S. to practice the coordination of joint
maritime security operations during the last six years, and this is the
first time a French plane has landed on Truman.
"In 2002 during the beginning of the Afghanistan conflict when we were with
the war group of the Stennis [USS John C. Stennis (CVN 74)], we did some
cross decks with E-2s," Zimmermann said. "Last year was the first time we
experienced some traps on the Enterprise [USS Enterprise (CVN 65)] in July
2007 with the Rafale. The Rafale is a swing barrel airplane like the F-18.
[performing the functions of] fighter, attack and air defense."

It is now three months since the Air Force shocked the world by
awarding the contract for its next-generation aerial-refueling tanker
to Northrop Grumman and the European parent of Airbus. Throughout
that time, service officials have insisted that the process by which
the winner was chosen was transparent and fair. But the service has
failed to answer even the most basic questions about how the decision
was made to deny the contract to Boeing, the widely favored
incumbent. The Government Accountability Office is expected to issue
a ruling on Boeing's protest of the outcome in mid-June. Whatever it
finds, the Air Force has some explaining to do...

Bush 'Plans Iran Air Strike by August'

28/05/08 "Asia Times" -- - NEW YORK - The George W Bush administration
plans to launch an air strike against Iran within the next two months,
an informed source tells Asia Times Online, echoing other reports that
have surfaced in the media in the United States recently.
Two key US senators briefed on the attack planned to go public with
their opposition to the move, according to the source, but their
projected New York Times op-ed piece has yet to appear.
The source, a retired US career diplomat and former assistant
secretary of state still active in the foreign affairs community,
speaking anonymously, said last week that that the US plans an air
strike against the Iranian Revolutionary Guards Corps (IRGC). The air
strike would target the headquarters of the IRGC's elite Quds force.
With an estimated strength of up to 90,000 fighters, the Quds' stated
mission is to spread Iran's revolution of 1979 throughout the region.
