i believe it is just wrappers. Ct is big in tobacco too.
most people don't realize that tobacco is big business.

funny how Mass and Ct., two liberal states, grow tobacco and make most of
the guns and in Mass we make components for a-bombs and germ/chemical
weapons at places like new england nuclear , draper labs and the army natick
labs.
