Personally, I'd go with Nodoka. Besides the obvious reason that she's
my favorite character in Negima, there's two other reasons for this:
1. Nodoka has already admitted her feelings to Negi, and I'm very sure
that Negi has some sort of feelings for her as well (although he's too
young to understand it).
2. While Asuna and Setsuna are definitely the main "fighter" Ministra
Magi, it's some of Nodoka's actions that eventually led Negi and his
crew to find success when it comes to Negi's main mission (see the
Kyoto arc and the Chao arc for examples of what I mean).
