A new cat character for your list, Rob:

Neko-sensei (dub: Mr. Cat) (PRINCESS TUTU): A bipedal cat--no other human
features--who is the ballet instructor at the school. He keeps threatening
to marry naughty students; this makes them behave, but he reverts to
cat-like behavior.
