FTP. Jay Ward's Mr. Peabody: A Beatnik or a Hepcat?

This puzzled me ever since I
pictured him with a goatee and beret.
I imagined a long stemmed cigarette
holder in there somewhere.

Could this be a picturization of one
of Jay Ward's stoned friends?

I'm curious if there are any active web sites or publications where
there would be discussions on any of the Jay Ward cartoons.

Everything I've found on Rocky & Bullwinkle is defunct and has been idle
for years: "Hokey Smoke! Fan site" (http://bullwinkle.toonzone.net),
"Frostbite Falls Page + Far Flung Flyer" (http://members.shaw.ca/fffff),
etc. Occasionally someone posts something on the "Toon Zone Forums" in
the "Boomerang & Other Classic Cartoons Section"
(http://forums.toonzone.net/forumdisplay.php?f=116) but it is rather
rare.

There doesn't seem to be anything in print related to pop culture that
applies to these characters either. Any suggestions?
