That toon was syndicated, as part of the Marvel Action block or
something (not to be confused with the Marvel Action Hour of the late
1980s). Here in DC, it aired Sat AM at 630 AM for season 1 (after Iron
Man), before the Fox lineup. During Season 2, it aired at 630 AM,
after Biker Mice and Iron Man.

I haven't seen any of his good work on the shows you mention, however
:P
Terrence Briggs, who saw the commerical, and didn't complain about the
visuals. It could be another X-Men: Evo.
