Even the creators have said they FIRST kicked around the idea of
having the Air Nomads to all be benders, but that is not what it is
now. They settled on the Air Nomads having the highest percentage of
benders because they are more connected spirituality even though they
had the least amount of population at their height. Much like the
Earth Benders have the least percentage of benders, but has the
highest concentration of people.
All I am saying is that it is not out of the realm of possibility and
is based on what the creators have already said. I am not standing
here on a soapbox saying everybody else is wrong. I am merely putting
forth an opinion that does fit within the current rules of the Avatar
world.
