It is a gimmick, and that outcome is both predictable and reasonable.
If the optimal Price Point is something otoo US$3.50/gallon (the point
where the elasticity curve has a sharp break, such that consumption
declines), then that's where the awlbidniss will set the price.
But meanwhile, it means that road maintenance will cease. Since most
of that is contracted out to the (hallowed) Private Sector, it means
that a buncha folks will be out of work doing what you really do want
done?
Why do you hate the Private Sector?

Well, that, and the savings would be negligible. The tax is what,
eighteen cents or something? Out of $3.75 it's nothing. And it's what
we use to pave freeways -- so not only won't you notice a difference
at the pump, you'll be wrecking your tires and suspension every time
you go on a trip.
Maybe instead of taxing gasoline to pay for roads, we should just tax
oil companies directly.
