As far as I am aware Auckland were the only region that wanted to
raise money that way - and I suspect they got cold feet about it but
would like to blame someone else, and are pretending it was all the
Government's idea. It does make sense to write teh legislation to
allow other regions / councils to make such decisions - that's all
part of Labour's desire to allow local communities to make more
decisions regarding their own area - the authoritarian right naturally
objected; they want all such decisions to be made in Wellington.
