No, it's part of the Workstation Policy Package in ZenWorks. You should have
a Workstation Policy Package associated with your workstations.
You can find out which (or if) policy package is associated with a
workstation by selecting the workstation in ConsoleOne and going to the
ZenWorks tab, then the Effective Policies package.
This will let you see all the Zenworks policies that are effective on that
object. Towards the bottom you will see Workstation Imaging policy and
Workstation Inventory. Is there something next to it? If so, that's the
package that is associated with you machine. (I make one general workstation
package and associate it to the whole OU, then associate specific ones to
groups or objects).

If you edit THAT policy _package_, there is a policy in there called Novell
iPrint Policy, where you can make all the settings for iPrint.

How do I create an iPrint policy? Is that just an NT Computer Printer
setting in a workstation policy?

I can't access iPrint from ConsoleOne, and I can't make policies in
iManager....so i feel a bit lost...
