The GNKSA is aimed at software developers, that is true. But it also puts
some responsibility in the laps of posters, insofar as the standard allows
posters to chose to delete those attributes, but the tone clearly
discourages doing so. So very rude posters do so to their own discredit,
contrary to these 'Good Netkeeping" guidelines. The guidelines don't just
direct software developers, they also rely upon posters to not be rude,
obnoxious prats. And I was sharing that message with "Xavier".

I partially disagree. I feel that it is appropriate for nsr if the Usenet
client "Xavier" is using isn't providing him with attributes. If his
software is generating proper attributes, and "Xavier" is simply chosing to
delete them, in a rude and obnoxious manner, then it certainly isn't and I
would agree with you.
Let's see what "Xavier" says.
