I guess I don't see that my theory requires a whole lot of thought
process. I would suggest anyone who's able to figure out where to get a
gun and how to load/fire it could figure it out.

I hope someone quotes this back. Like I said before, I'm using out of the box
Windows Mail (nee Outlook Express). I really don't know of anything I can
do at this end of the pipe. If I change the encoding as someone suggested, my
posts set in the Outbox and never make it to the newsgroups.

This may have been suggested already but have you considered using
Thunderbird for your mail/news client. I just checked and it is
compatible with Vista. I don't know what Windows Mail looks like but
Thunderbird can have similar appearance to Outlook Express. Thunderbird
also has some cool extensions/plugins available. Just a thought...
