Found elsewhere, but how would the local PTB feel about such a program?

Texas school tells classes to fight back

Oh yeah, it's CYA all the way. If the children are passive, then
there's only the gunman to blame for the bodycount. If they attack due
to training and/or instruction and some get hurt (and potentially
killed), there's a lawsuit in the making.

That said, I don't know if it's a best strategy overall (though I know
where I'd put my money), it's just astonishing to see people giving
out these "I'm just covering my own arse" statements and not even seem
to realise they're doing it.
