"A July 8 letter blames the Democrats for inactivity. I believe the writer
needs a civics lesson. The Democrats have 49 senators; two independents vote
mostly Democratic. They might pass a bill, but Republican senators usually
filibuster the effort. If legislation does get passed because a few
Republicans see the light, our president threatens to veto the bill, which
he has done 141 times. Before the 2006 election, Bush vetoed no bills
because they came from the free-spending Republican House and Senate. After
Democrats became the majority (although not veto-proof), Bush vetoed 11
bills outright and pocket-vetoed others"..
