The days of european market vehicles not having pollution controls ended
decades ago. The difference today amounts to 6 of one and half a dozen
of the other. It's not a matter of clean vs. unclean but of something
like 1.5g/mi of that and 1.6g/mi of the other and 1.6g/mi of that and
1.5g/mi of the other. Only the control freaks and the paper pushers who
enjoy power in the system would suffer.

In other areas like vehicle lighting the ECE regs require better
performance than the USDOT ones. The reverse is probably true in things
like armrest standards.
