It's rather simple, european governments have not instituted any
CAFE-like standards, but found another way of directing the market where
they want it to be - 8US$ per gallon, 5 of which are taxes.
I always find it noticeable when I fill up on both sides of the
atlantic, I pay a similar amount for a similar distance driven. It's
just the car on the left side has about twice the size of fuel tank than
the one on the right.
But heavy taxes on fuel have a bunch of disadvantages that make them
intolerable to the US, like free health care etc.
