The allegation that there is a equivalency between South Ossetia
and Kosovo seems like a stretch to me. A very good argument can be
made for genocide by the Serbs in Bosnia, ("A Problem from Hell: America
and the Age of Genocide" by Samantha Power:

and it's beginning phase in Kosovo against ethnic Albanians. I
am unaware of any such similarities such as ethnic Russians being
treated as second class citizens and being disappeared in the middle of
the night.
In the Baltic states, Russian nationals were installed there
to provide regional stability for the Soviet Union, much to the
chagrin of the locals. After the collapse of the USSR, the Baltic
states wanted to deport the ethnic Russians from their states. I
believe they did, although I haven't followed this story.
