Isn't that rather -exactly- what the constitution says about the militia?
Congress is specifically authorized to provide for "calling forth the
militia" and the militia is to be organized, armed, disciplined, and
governed as provided by congress.
See Article I, section 8(14) and (15)

There is no mention of any "unorganized militia" in the constitution.
Rather the only militia mentioned is clearly to be *organized* (as well
as armed, disciplined and governed) as provided by congress.
See the above referenced constitutional sections.
Whatever an "unorganized militia" might be, it is NOT the militia
referenced in the constitution.
