Well, if she could access her government mailserver on port 110, she
should be able to hit the server anywhere. Similarly, she should be
able to authenticate outbound on port 587 and send from her .gov
mailserver anywhere. It may be a necessary evil in her case but if so
it's because she needs to reevaluate her sysadmins.
