of those who arent currently insured.

Can't know one way or the other yet. This is still just a
proposal that hasn't gone through the legislature yet. Lots
of details can get changed before it becomes law, if ever.

Since I don't live anywhere near California this is sort of a
spectator sport for me, but you can bet the insurance companies
will be spending some big time lobbying dollars in Sacramento to
turn this to their advantage, or at least limit any damage to their
profits, or kill it outright. I'm curious to see how it turns out.
