I don't understand what you are doing.
In my SLD I add:
File:
Background.bmp
Added to path %%10%%
Registry value:
HKEY_USERS
.DEFAULT\Control Panel\Desktop
Wallpaper
C:\Windows\Background.bmp
This is all I need to do to have it work.
