It's Delphi 2007 from the file's description:

BDS.EXE is what I believe is the Delphi 2007 IDE.

Integrated Development Environment for Rapid Application Development for
Windows.

I have seen this kind of crash happen in some apps our test guys were doing
to stress GDI ...
