Purchase an English version of Windows XP is really your only answer.
You can get a Windows XP Professional Multilingual User Interface Pack, but
it's available only by volume licensing and does not work with XP Home. It
is not available through retail channels and looks like it is intended for
multinational corporations, the folks with the big bucks.
Can MUI be installed on Windows XP Home edition?
No. MUI is a feature that is available only on the Professional edition of
Windows XP.
