Yes, I use TweakUI, and autologin is not enabled. But I found on one of
Kelly's pages (http://www.kellys-korner-xp.com/xp_wel_screen.htm) that with
only one user and no password, XP automatically skips the welcome screen and
logs in.

An old screen shot I have shows all the icons, so evidently it's something I
installed. If I get some extra time, I might try disabling all the startup
processes (in a binary search fashion) to figure out which is causing the
problem. (I did disable ATnotes for a few days, but that didn't help.) In
the meantime, I know by killing and restarting explorer.exe (or by logging
out/in, which terminates the applications), that I can get all the icons back.
