Here is the best work-around I've found for this bug. It reloads the toolbar
with a hotkey registered with a macro. I can't take credit, it was
originally posted by a guest at pcreview.co.uk:

You need to re-read your
toolbar file. Since you can't access the file menu to do this, create a
macro to do it with a hot-key. My toolbar file is:
C:\Documents and Settings\SarahK\Application Data\Microsoft\Excel\Excel11.xlb

this worked for me.. hope that someone at Microsoft actually spends some
time to fix it properly, fingers crossed!
