Did you install SP3 via Windows Update or manually?

Are you running NAV or NIS or Norton 360? Is it a Norton 2008 application?
Were all Norton applications/modules enabled (running) when you installed
SP3?

yes i have today gave me 2 SUGGESTION 1:

1. Click Start, and click Run. The Run window appears.
2. In the Open box, type msconfig and then click OK. The System
Configuration Utility appears.
3. Click the Startup tab
a. Disable all

4. Click on Services and then click on 'Hide All Microsoft Services' after
that Click on Disable All and then click on Apply and then click Close.
7. When you are prompted to restart the computer, click Restart.

Windows restarts in a state that is similar to when Windows was first
installed (that is, before any other software was installed to Windows).

SUGGESTION 2:

Perform the following steps to reregister all the Windows update components

Download the attached zip file and unzip it using WinZip or WinRar and save
it on the Desktop

Then run the file

Then try to Access Windows Update Website and check if you are able to
Update Properly or not.
