An OST file is just a mirror of the mailbox, so it won't do what you wish.
And it needs to be kept on the local hard drive in order to be of any use at
all. It is not useful outside of the mail profile for which it is created,
meaning it can't be shared by multiple users on different machines.

PST files are not natively shareable either and must also be on the user's
local hard drive. Plus, they remove the messages from managed storage into a
fragile, unmanageable file you can't reasonably expect to administer.

The right answer is to increase the mailbox quota on the server or get
server-side archive software.
